the temperature indicator goes up when stop and go driving and goes down when the car is running at speed,another is the engine is at very high temparature until the thermostat operates

the temperature gauge almost at the red line until the cooling fan runs and the engine is very hot,pls. help me on how to lower the temperature gauge while the cooling fan works

sometimes the engine dead for several times,mine is woo racer gti 1995 and 68750 mileage,on the first gear,2nd and 3rd gear it runs roughly when in low rev.
