Isnt that the waste gate right above the turbine?

Yes you do because the 'gate' surface isn't flush with the down pipe flange so you can't just plate it off. if you didn't install the valve the air pressure would easiely push the gate open and the air would never touch the turbine wheel.

It has WG installed inside turbine casing.

yes it has, the turbine came that way....soooo....if it already has one do i need to install another one?
