It is impossible to put a price on a site without knowing what features you need the site to have. There is a whole process for doing proposals for sites. Typically I am billed out at $105/hr and a small to mid sized stand-alone site may take 40-50 hrs to do (depending on the features involved).
I don't manage hosting or anything like that.
