Bad paint on '99 Leganza

I have a Galaxy White '99 Legaza. The paint is peeling off the primer in big chunks, almost like the paint has lost all adhesion to the primer. Has anyone else experienced this? Is this a common problem with the Leganzas?

I've never heard of this before and all the leganza's I've seen had much better paint jobs than the two Lanos' I had.

I've seen several other white Leganzas in my area with the same issue.
