Hood wont open

Hello,

As the title states. The cable isnt broken and the hood is not all the way down. the latch to release the hood from under the grill will not release the hood either. It seems as though the hood isnt all the way down also. Is there anyway that the grill can be removed when the hood is in this position that i can actuate the hood release? Oh and the hood release from inside the car will not open the hood either. The car is a 2000 Daewoo Lanos
