Ok back to some hard facts. In AP Physics today we were learning the basic facts about magnatism.
Lets say you have a Ion, in this case we will use H+ or hydrogen, Ions travel in in uneven patern (see page 566 in Conceptual Physics by Paul G. Hewitt) when slightly magnetized these same atoms strighten out. Futher by heavily magnetizing these Ions the path would be stright.
Now ions like to bond with others. They carry an electric charge. This charge can be interrupted by electricity (magnets).
HydroCarbon is an ion and can be affected in these ways if provided with high level gauss magnets.
I will scan the diagram in my book that shows soon when I get home.

The atoms will be magnetized temporarily, i.e. For as long as they are in the magnetic field. After then, they will disalign again. Magnetizing solids, such as iron forms weak magnetism that is only temporary, and magnetizing gas is even harder and needs even longer to align. Fuel rushing at high speeds trough a small magnet will do nothing in the long run, as the atoms will disalign after it. You would need a full high gauss magnetic line coming out of your tank all the way to the tip of the injector for any usefullness but that is impossible because such a strong magnet would screw with the sensors in your car. Even if it was possible you would only get maybe +.5 mpg and no horsepower making it even more inpractical. Besides that, aligned hydrogen atoms would not give you any better burn pattern.
The "Fuel Boss" is a goddamn gimmick, if it had any truth behind it, don't you think every racer in the world would have one under his hood. Fact is they don't. Only people that liked the shiny packaging and were convinced with what was written on the box have one.
That stuff is junk and save your money for real products.
