Won't Shift into High Gear

I have a 2001 Leganza w/ 2.2. My daughter reports that the car won't shift into high or overdrive while on the highway. She gets on the highway and up to 70 but feels like it needs to shift. She said about 4,000 rpm.

Any ideas?
